<p>Personally, I think that if your state has a prohibition on gambling, then you could be in serious trouble here. You need to do individual state research. There is some federal law which also appears to go against you. The odds are NOT in your favor. There has been no dispositive case law for this exact issue, but similar issues are generally negative.</p>

<p>An ETF is an index fund as it holds a basket of stocks reflecting a particular index or sector.  It can be bought or sold at any time during the day on the open market, and typically charges a fairly low amount for the management.  Typically you might buy shares in an ETF, and 100 is the round lot multiple which is most easily traded, although many ETFs trade enough shares that you can get lower multiples traded as well.  (eg. 83 shares at $12 for about $996).  You'll pay a commission for each transaction, the amount varying with the brokerage you do business with.</p>
<p>If you're referring to index fund as a mutual fund which tracks an index, it its price is typically set at the end of the day, and can only be sold or bought at the end of day price.  Depending on the company that manages this fund, the expense for doing so are typically higher than that of ETFs.  The advantage of a mutual fund is that you may just decide to put, say $1000 into it and they'll divide up the number of shares that represents and you'd get the exact amount.  The expenses are hidden and subtracted from the returns the fund generates (as with the ETF).</p>

<p>im not sure if your've thought this through.... the financial market is already all about peer to peer betting.... thats what contract trading and speculating is all about. </p>

<p>Of the financial meltdown because of their risky behaviour in the derivatives exchange. They knew that this would happen and did nothing about it, they only escalate it, and bet on it.<br />
I know that they didn't receive a bailout, but they cheated millions of people of a lot hard earned money, don't they bare some responsibilty?

<p>Oh, they DID receive a huge bailout (10 billion dollars!),  and they were the main beneficiary of the bailout of AIG (another 12.9 BiLLION!)  and I think it's an outrage! The outrage is greater given that the Obama administration made no attempts whatsoever to rein in these companies as they paid millions in bonuses from OUR money. The bailouts and the bonuses show that our government is fully in line with the financial oligarchy. As Andre Damon of wsws.org puts it:</p>
<p>"Executives at Goldman Sachs were told last week that they could expect to receive their highest ever bonuses this year, according to an article published Sunday in London's Observer newspaper. The first half of this year has seen a spectacular rebound for Goldman, and the company's London staff were told they would receive corresponding end-of-year bonuses if, as expected, the bank sets a new profit record.</p>
<p>"These bonuses will be paid for by the American people. Besides receiving over $10 billion in cash from the US government last year, Goldman Sachs was the largest beneficiary of the government bailout of American International Group (AIG), receiving $12.9 billion to cover funds owed to it by the failed insurance giant...."</p>

<b>What scholarship/grant money is available for an Afghani student to attend the American University in Kabul?</b><br />

<p>I met a young Afghani exchange student a couple years ago when he visited the military base where I was stationed.  Even though he lost an arm when an American bomb exploded during a fight with the Taliban, he has nothing but praise for our U.S. military.  He said it's a small price to pay to allow his family and country to be free of oppression.  Now, he is struggling to make a living for himself and his family (parents and siblings) in the city of Puli Khumri in Afghanistan.  He has turned his English language skills and knowledge of computers into an entry-level teaching job.  The job pays very little, and he has told me that what he really needs is to get formal education to make enough to help his family survive.  The best bet is the American University - Afghanistan (or AUA, as it is called) in Kabul.  The cost is $5000 a year, which is way beyond his means.  I've been doing what I can, but what he really needs is some sort of scholarship or grant money.  Can anyone help me?
